No genius. It was too obvious that if the PRD could agree internally to resolve the conflicts of the last convention, the House would deal with it contentious.
Titled "The PRD convention: a predictable outcome," I wrote on Tuesday, October 13 calling attention to the difficult it was to "understand the decision of the National Organizing Commission of the XXVII Ordinary Convention and President of the Dominican Revolutionary Party refuse to dispel doubts about the alleged voting irregularities that occurred in the past February 27."
"Forgetting the popular statement that the haste is a bad counselor, Party authorities are preparing to exit a conventional conflict, proclaiming the race to elected officials, without bothering to fulfill some formalities ordered by the same rules of the convention, as provided for in Article 4 to resolve contentious issues, namely the differences between the parties, "he reasoned in my article.
It also warned that "the engineer Vargas Maldonado may want to further an internal solution, where he almost has the upper hand, not to say that the handle too, than risk a failure of the highest electoral authority, where the chances of reaching a decision complacent are slim, considering the accumulating evidence on the alleged violations. " "And one should not expect any surprises on the results of that decision. The engineer Miguel Vargas is exposed to a totally unnecessary risk. "
It was. The National Organizing Committee and president of the PRD refused to hear the arguments of Guido Gomez Mazara and Tony Pena Guaba and they decided to empower the Chamber of the JCE of a formal challenge.
Hours after the filing of documents, the Arbitration Chamber issued Resolution No. 068/2009 whereby it ordered the suspension of party convention delegates scheduled for Sunday 18 October, and adjourned the hearing the merits of the complaint contesting until the dispute was known by the domestic courts of the PRD, as provided in Article Regulation 4 of the Convention.
Unfortunately this decision was not enough. The PRD leadership rejected the resolution and submitted a request to the Arbitration Chamber back on his steps and rescind.
The answer was Resolution No. 069/2009, issued on Saturday night, with that first declared inadmissible the appeal against the decision number 068/2009, raised by the lawyers of the PRD, and second, ratified in all parts of Resolution No. 068/2009, dated October 16.
Faced with this painful situation, I identify myself with ideas expressed following the first resolution of the JCE by economist Luis Abinader: "What best interest of the PRD is to be their party organizations, not the JCE of that process Guido's claim and Tony Pena Gomez, and Miguel Vargas shows the PRD also negotiating with the opponents of the PRD, also able to do with the various domestic sectors and work for unity.
